This is WPML's Classic Translation Editor, a legacy tool for translating your WordPress site's content by hand. You send content for translation, then type your translations into the editor's containers and save them to publish. WPML advises using its Advanced Translation Editor instead, since the Classic editor's outdated technology can break your site's front-end markup.
